The NLM/EP Office of the Associate Director provides leadership and oversight for the division’s operations, ensuring alignment with organizational goals. It evaluates the impact of extramural investments, manages resources efficiently, and fosters collaborations within NIH and with external partners to advance health and research initiatives. Key responsibilities include personnel management, policy development, and program implementation, driving continuous improvement and ensuring success of NLM’s extramural investments.

Administrative Management Office
The NLM/EP Administrative Management Office advises the NLM/EP Associate Director and Deputy Associate Director on administrative matters and on implications and impact of plans and programs that affect budget, personnel, equal employment, acquisitions, information technology, property management, and other administrative services. In addition, the office plans and directs financial, personnel, equal employment, acquisitions, information technology, property management, and other administrative management functions of the division. The office also develops and implements division-wide policies and procedures on administrative matters.

Committee Management Office
The NLM/EP Committee Management Office works with NLM’s advisory bodies in coordinating committee management activities, ensuring compliance with the Federal Advisory Committee Act and other governing laws and policies. NLM advisory committees include the Board of Regents (Council), Board of Scientific Counselors, Literature Selection Technical Advisory Committee, Biomedical Informatics, Library and Data Sciences Review Committee, and Special Emphasis Panels. Among these activities are committee member nomination and appointments, ethics clearance, committee chartering, report preparation, Council meeting coordination, and federal advisory committee record maintenance.

Scientific Review Office
The NLM Scientific Review Office reviews grant applications for research and training in biomedical informatics and data science. The Scientific Review Office conducts the initial evaluation of the scientific and technical merit of applications for funding through grants supported by NLM-specific programs. These programs include institutional training grants, individual grant applications, career development education projects, and resource grants to reduce health disparities.

TThe NLM/EP Grants Management Office negotiates and issues all NLM grant awards. The office handles all matters relating to the notice of grant award, including funding levels, terms and conditions, and resolution of budget and administrative issues for individual grants. The office also oversees post-award fiscal and administrative issues. Grants Management interprets grants policies as they relate to the grants award process and provides guidance to the NLM extramural community.
